David C. Chang

David C. Chang, an internationally recognized scholar in the field of electromagnetics, served as the ninth president of Polytechnic University on July 1, 1994, and was appointed Chancellor in July 2005. Previously Dr. Chang was dean of the College of Engineering and Applied Science at Arizona State University for two years. Formerly a professor of electrical and computer engineering at the University of Colorado, Dr. Chang was also chairman of the Department of Electrical and Computer Engineering from 1981 to 1989.

Dr. Chang holds a master's and a doctoral degree in applied physics from Harvard University and a bachelor's degree in electrical engineering from National Cheng-Kung University in Taiwan. He was elected a fellow of the Institute of Electrical and Electronics Engineers (IEEE) in 1985, is past president of the IEEE Antennas and Propagation Society, a chairman of the
U.S. national committee of the international Scientific Radio Union, among many other professional affiliations.

Dr. Chang has a distinguished record of achievements. He is a specialist in electromagnetic theory, antennas and waveguide analysis, monolithic microwave and millimeter-wave integrated circuits, integrated and fiber optics and electromagnetic compatibility and interference. Dr. Chang's published journal papers and books, technical reports and presentations at international symposia and conferences number over 300. In 2000, Dr.
Chang was awarded the IEEE Third Millennium Medal.

Apart from his academic accomplishments and activities, Dr. Chang serves in a number of civic capacities. His positions include: Chair, Finance and Administration Committee, Commission on Independent Colleges & Universities (CICU); Member, Mayor Michael Bloomberg's Transition Team and Committee on Appointments; Member, appointed by Mayor Bloomberg, Education Policy Panel; In addition, Dr. Chang is a member of the Council on
Foreign Relations, serves on the Advisory Council of the Gates Millennium Scholars, is a board member of the Fedders Corporation, American XTAL Technology Inc., and Time Warner Cable. Dr. Chang is on the Editorial Advisory Board of the Korean Observer.
